collaborative and considerate of neighbours
R&M Williams have been delivering quality works for the Carmarthenshire County Council Minor Works Framework since its inception in 2019, to high levels of quality, health and safety standards and customer care. They have worked on 180+ properties during this time, with works varying in scope and complexity within our housing and non-housing stock. I have found their delivery approach collaborative and considerate of neighbours, with each property completed with a high-quality finish, to budget, to specification and accident/incident free.

R&M Williams managed and discharged principal contractor duties impeccably
R&M Williams delivered the refurbishment for our state of the art Gamma Scanner area within Morriston Hospital on time and to budget. This work required minor demolition, repartitioning and a full M&E fit-out within a live hospital environment, with areas adjacent to the site being in use throughout delivery. This required significant controls on access and cleanliness, and R&M abided by the protocols and constraints without issue.
Their collaborative approach to delivery and early engagement with hospital staff and specialists minimised disruption and ensured the new scanner was installed safely, with the right protections in place.
R&M Williams managed and discharged principal contractor duties impeccably and delivered a quality finish, delivering the works to budget, to a high quality standard and accident/incident free.

“reliable, efficient and able to deal with all duties needed to complete works to a high standard”
I have worked with R&M Williams delivering adaptations for Disabled Facility Grants for the last 8 years, in both a hands on role (Project Officer) and as a Service Manager, overseeing a team of 10 other Project Officers.
R&M Williams have undertaken a wide variety of works including removal of baths to allow for level access showers, ramping works for access, car hardstanding and crossovers, conversion of ground floor rooms to provide sleeping/showering facilities as well as major construction projects (e.g. construction of extensions with associated works). In all this time, I have found R&M Williams to be reliable, efficient and able to deal with all duties needed to complete works to a high standard, with minimal disruption to the property occupier.

“the tenants have been very pleased with the upgrade works”
R&M Williams have just completed a four-year refurbishment scheme to upgrade all existing Kitchen and Bathroom to our housing stock. This also included, where necessary, full rewires of the properties and additional remedial works where applicable to the contract.
They have worked closely with all parties to ensure smooth process of works and completed these works on time and with as little disruption to the tenants as possible. The workmanship has been to a high standard and the tenants have been very pleased with the upgrade works. They have adhered to all Health and Safety protocols, including COVID-19 and have an excellent record.
They have provided all paperwork and certification promptly after works completion, and where issues have arisen, we worked as a team to resolve them promptly and to everyone’s satisfaction and achieved 98% on KPIs for 2022.

“unforseen challenges were solved efficiently”
Client testimonial: WCTL were very happy working with R&M Williams on our Reuse Centre project. Due to the nature of the refurbishment there were several unforeseen challenges which were solved efficiently by the site team and the project was delivered on budget.

“Their professionalism, integrity and work ethic standards are of a very high calibre”
It is with great pleasure that I write this endorsement for R&M Williams as Cwmbran Centre’s PPM and Principal Contractor, gaining gold accreditation. During my twelve years here at Cwmbran and over the last five years, R&M Williams has delivered both Annual contractual works from principal design through to completion along with daily and ad-hoc reactive works as and when required. Their professionalism, integrity and work ethic standards are of a very high calibre, always delivered within time frames and budgetary control. – ‘nothing is ever to much trouble in going above and beyond’.
R&M’s Operational strategic measures and H&S standards surrounding best practice and value for money are again of a high standard. Something that both my staff and I here at Cwmbran Centre are happy to have on board as a trusted and loyal supplier.

“To score 100% month-on-month..is a huge achievement”
100%.. a great score if you’re taking your GCSE’s but an even better score if you have a dozen PI’s to hit, £1.5m to spend, 250 customers to keep happy and a prescriptive Council contract to deliver. To score 100% month-on-month on all of the above over the course of 12 months is a huge achievement.
Cardiff Council work very closely in partnership with R&M Williams to deliver adaptations funded through the provision of Disabled Facilities Grants to elderly, vulnerable and disabled people in Cardiff. Communication is first class and their altruistic approach is refreshing in an era where profit and austerity can often be found in conflict.

“They have worked incredibly hard over the last few years”
R&M Williams currently complete all our void works at a value of £880k per year on over 450 properties annually. R & M Williams also complete work on our planned program delivering works. This involves Communal Areas, kitchens, bathrooms, roofing and general building work.
They have worked incredibly hard over the last few years to work collaboratively with us to improve our customer experience . The standard and quality of our homes have achieved great customer satisfaction levels and we have been impressed by how they have adopted our values and principles.
I also have great feedback from the team who work with R&M on an operational level. This is also replicated by our back office data services team who have great working relationships with R&M Williams. As an example of how they work with us they are also currently supporting us to complete our stock condition surveys on all voids.

“R&M have a great attitude health and safety measures on site”
R&M Williams who completed work on Cefn Saeson School, a £30m new build secondary school. They undertook the full decoration package on our behalf, and it is one of the best quality end products and seamless delivery I have witnessed to date.
R&M have a great attitude health and safety measures on site. They have always resourced the project fully and have improved on the desired outputs within their target programme. Commercially R&M are a pleasure to deal with, there has been very few non recoverable variations on the project and R&M are fully astute with working on a lump sum basis.
R&M’s performance on Cefn Saeson is not exclusive to that project his attitude and approach is the same across all the projects he has done with us. Recently he has completed Tonyrefail School (£44m) which consisted of a primary school, secondary school and Grade II listed building. The new build elements were first class yet again, but the attention to detail and the specialist nature of the listed building, including bespoke timber work such as sash windows confirmed for me R&M are the real deal.
Overall, I would certainly recommend R&M Williams.

“R&M have a great attitude health and safety measures on site”
R&M Williams completed a £2.7m external works WHQS project Caerphilly Council, working on council dwellings at Gilfach in the upper Rhymney Valley.
The works comprised the pitched tiled re-roofing, (including structural timber replacements), fascias rainwater goods renewal, store area refurbishments inc. flat roofing works, EWI cladding and rendering, plus all external works in relation to fencing, paths, hardstands and drainage. All the foregoing to some 188 properties.
We found R&M to be efficient, diligent, communicative, helpful and approachable. They have adopted an exemplary and workmanlike attitude from the commencement of the works, and the relationships they have created with our tenants during the execution of a difficult contract has been first class.
The quality of their finished product is again first class, with no adverse issues concerning any element of their works. The project was brought out on budget, in time and to an excellent standard of finish.

“the contractor has been very helpful”
R&M Williams have proved to be exceptional contractors. Cost controls are of prime importance as the grants provide for a definitive amount which cannot be exceeded. In this the contractor has been very helpful. The contract is a Design and Build form of contract which has given PACL cost certainty.

“demonstrated in creating work placements and training opportunities on the project for local unemployed people”
As a registered social landlord, Coastal’s values centre on providing homes and services that enable our tenants to thrive and the communities we serve to prosper. R&M have demonstrated that they not only recognise this, but also share the same values. Examples of this can be found in the commitment they demonstrated in creating work placements and training opportunities on the project for local unemployed people, including some of our tenants.
R&M also undertook a series of community benefit projects during the course of the works which included improvements to internal and external spaces at a local homeless shelter, and decoration within the homes of visually impaired tenants to help provide an environment which better suited their specific needs.
We feel that R&M have also demonstrated a pragmatic approach to commercial and contractual issues with an emphasis on discussion and negotiation.
